London is in chaos after a comet narrowly misses the Earth. Tersias, a blind boy who predicted the comet and can see the future, is attracting attention from several quarters: there’s Jonah, the teenage highwayman; crazy Solomon, who has bred a giant flesh-eating locust; and the keeper of mysterious powers, Lord Malpas.

After being hit by a meteor London is devastated and it is not long before people start taking advantage of the disaster. Unknown to the public, their saviour, an angel who fell to earth with the meteor, is being held captive with little hope of escape.
