Dogs Of Riga

In winter 1991, after an anonymous tip-off, the police find two dead men in a life raft. The men are Eastern European, expensively dressed and both have been shot. Inspector Wallander becomes involved in a sinister case that takes him to the fledgling state of Latvia.
